Review of minutes:

080114                    Trustee Jager made a motion to accept the July 08, 2014 minutes as written.  Trustee Wilson seconded.  CARRIED.

Review of Bills:

080214                    Trustee Wilson made the motion to pay the bills as presented.  Treasurer Halbower seconded.  CARRIED.

Business from the Floor:  Mr. Jeff Lohman of Brooks Road.  Democratic candidate for County Commissioner spoke about what he would like to accomplish as Commissioner.

Treasurer’s Report: 

080314                    Trustee Wilson made the motion to accept the treasurers report as presented.  Trustee Jager  seconded.  CARRIED.

Department Reports: 

Planning Commission Chair Tom West talked about the Special meeting held in June for a pallet shop seeking to do an improved expansion.  It was approved with conditions.  Tuesday August 19^th there is a special meeting regarding a zone change request to Commercial C1.

Correspondence:  Information from Brenda Moore on the drains in Holton Township.

Unfinished Business:   Mick has spoken with the new director and she will be reviewing costs, and we will get an update on the new costs.  The recycle program is going to single stream.

New Business:  Resolution to Establish Dates for Township Regular Board Meetings.

080414                    Trustee Jager made the motion to adopt the resolution to establish dates for Township Board meetings.  Trustee Wilson seconded.  ROLL CALL VOTE:  Treasurer Halbower-YES, Supervisor Noble-YES, Clerk Johnson-YES, Trustee Jager-YES, Trustee Wilson-YES.  RESOLUTION CARRIED.

Bids for clean up of Hislop property on 3^rd street.  Five requests were sent out – 3 were too busy for the job, and 2 bids were received.  Brock Rosema Excavating from Twin Lake bid $1650, and Presses Excavating bid $2200.  The court order will be given to Treasurer Halbower to establish the lien.

080514                    Trustee Wilson made the motion to accept the bid from Brock Rosema Excavating for $1650.  Treasurer Halbower 2^nd, Trustee Jager abstained.  CARRIED.

There is a recommendation to separate the Ordinance Enforcer and Rental Inspector position from one position back to two positions.

080614                    Trustee Wilson made the motion to make separate the positions of Ordinance Enforcer and Rental Inspector back to separate positions.  Clerk Johnson 2^nd.  CARRIED.

Mick recommended hiring Mr. William Sarber for the Rental Inspector position.

080714                    Trustee Wilson made the motion to hire Mr. William Sarber for the Rental Inspector Position.  Clerk Johnson 2^nd.  CARRIED.

Mick recommended hiring Mr. Tom West for the Ordinance Enforcer Position.  If appointed Tom will stay on the Planning Commission to finish out the present projects, and Val Jensen will continue as Ordinance Enforcer until then.

080814                    Trustee Wilson made the motion to appoint Tom West as the Ordinance Enforcer. Clerk Johnson 2^nd.  CARRIED.

Zoning Ordinance Amendments – After discussion regarding Special Use language that is to be eliminated, and changes that are necessary there was a motion by Trustee Jager to table for one month, and seconded by Trustee Wilson.  There was more discussion and Trustee Jager withdrew her motion.

080914                    Treasurer Halbower made the motion to adopt Ordinance 2014-1 with the word “removal changed to move” in Section 4, paragraph 2, sentence 3.  Also excluding Sections 16-25.  Trustee Wilson 2^nd.  ROLL CALL VOTE:  Treasurer Halbower-Yes, Supervisor Noble-YES, Clerk Johnson-YES, Trustee Jager-NO, Trustee Wilson-YES.  CARRIED.

081014                    Treasurer Halbower made the motion recommending the Planning Commission review Sections 16-25 and the statement regarding Special Uses and to look at all districts and delineate what special uses are allowed and what is not allowed.  At the same time deleting other special uses at the same time.  Clerk Johnson 2^nd.  CARRIED.

Property at 5431 Syers Road – it looks to be abandoned, and pictures show it could be a health hazard.  Mick recommends we move ahead with condemnation proceedings.

081114                    Trustee Jager made the motion to start condemnation proceedings.  Trustee Wison 2^nd.  CARRIED.

Park disc golf – This has really become popular and the Park Commission would like to proceed with starting a disc course.  This would be on the south side of the park, and would start with a few holes to begin with, and eventually be 18 holes.

081214                    Trustee Wilson made the motion that the Park Commission be allowed to start the process to create a disc golf course.  Trustee Jager 2^nd.  CARRIED.
